Commission launches call for NER300 evaluators

The Commission has published a call for tender for a service provider to assemble a team of NER300 proposal evaluators who “should be available during the evaluation period of the two calls for proposals. Evaluations for the first call are scheduled to commence in the first quarter of 2011. Evaluations for the second call are scheduled to be undertaken during 2013.”

“The proposed team for the assignment must consist of at least of least five CCS experts and on average three experts per each of the RES categories reaching in total a minimum of fifteen RES experts. Proposed team members should have proven and ongoing professional experience (preferably at least 10 years) in due diligence and in the relevant categories eligible for the NER 300 Initiative, notably know-how and engineering excellence of the relevant technologies, state-of-the-the-art and ongoing developments. Proof of their capacity to evaluate project applications under each of the categories should be provided.”

The due diligence work shall cover “at least the following aspects: (1) the technical scope, (2) the costs; (3) the financing; (4) the implementation; (5) the operation; (6) the environmental impact; (7) the procurement procedures.”

The contractors will report to and work under contract to the EIB. The “most economically advantageous” bid will win. The deadline for the submission of a request to participate in the tender is 5 October. The date of dispatch of invitations to tender to selected candidates is 28 October.
